<div><em><strong>Lou Angeli</strong> asked: </em><br/><br/><br/>Charleston, SC (September 21, 2007) &#8212; South Carolina OSHA didn’t waste any time issuing its report on the June 18th Sofa Store fire in which nine Charleston Firefighters lost their lives. The summary, which was issued by the agency earlier today, cites the City of Charleston Fire Department with willful and serious violations that led to the death the firefighters.<br/><br/>In the notice of citation and penalty, there are four separate violations beginning with the willful violation. SC OSHA reports that the CFD “…knew or should have known that the command system does not provide for the overall safety of emergency personnel and their activities.”<br/><br/>The report adds three serious violations which include, no operating procedure for fighting a fire in a trussed roof building; that body protection was not required to be worn by the nine dead firemen; and that self contained breathing apparatus was not required to be worn at all times by four firemen who were exposed to smoke and toxic substances.<br/><br/>The total fine levied against the CFD is less than $10,000. But according to firefighter safety advocate, Chief Billy Goldfeder, “The fine dollar amount isn&#8217;t really the issue at this point.” He continues, “The fact that they (the department) were found in violation and those violations directly contributed to the Line of Duty Deaths of nine CFD Firefighters is the issue.”<br/><br/>The citations, especially the willful violation, have rocked the firefighting world. In South Carolina, response from professional firefighters was quick. Michael Parrotta of the South Carolina Professional Firefighters Association says firefighters have lost faith in Chief Rusty Thomas, and called for his immediate resignation.<br/><br/>Just one day after the blaze, many firefighters urged that Thomas be suspended. But Charleston mayor, Joe Riley, has noted on several occasions that as long as he’s mayor, Thomas will remain the city’s fire chief. But TV journalist Sarah DeMarco notes in a recent report, “Some say if that&#8217;s the case, then maybe it&#8217;s also time for Riley to find a new job.“<br/><br/>&#8220;The new report is a clarion call for change.&#8221; says Charleston Firefighters Association Local 61 President Roger Yow.<br/><br/>“It&#8217;s no longer just fire fighters who claim the Charleston Fire Department is run in an unsafe manner,” Yow notes. “Now state officials also are condemning Chief Thomas&#8217;s failed leadership.”<br/><br/>Mayor Riley says the city will vigorously challenge citations for the safety violations issued by SC OSHA. He feels that the state agency “…has wrongly punished the city.<br/><br/>The sofa store fire that claimed the Charleston Nine is the worst on-the-job loss for the North American fire service since the events of 9/11/01, and the story is being followed closely by fire-rescue agencies around the world.<br/><br/>SC OSHA’s report is a wake up call for the fire service and has national ramifications. It sends a message to mayors, county executives and fire department board members, nationwide, to choose their leaders based on skill – not popularity.<br/><br/>During the past generation the fire service here in America has seen more change than it did during its first 300 years. In my mind it was just a matter of time before an incident, like the sofa fire in Charleston, took place. Quite possibly it could have occurred in some other American city, because CFD isn’t the only fire rescue agency that still operates in the past.<br/><br/>Chief Thomas’ choice to ignore firefighting procedures that have been universally accepted is clearly a disregard for the men and women who serve under him. It’s time for Thomas to step down, and allow the Charleston Fire Department to be rebuilt. This comes from years of experience in finding what works best for my skin type, the best colors for my skin tone, and the enhancement factors. I&#8217;ve tried makeup brands from both drugstore and department stores and both outlets carry great product brands. If you are limited by your budget of how much you should spend for your cosmetics, then shopping at fine drugstores would be an excellent source for you. You can choose from a large variety of brand name and quality products, that will provide the same or better results that you are seeking from the department store brands.<br/><br/>I purchased a department store lipstick, a very popular brand I might add, that didn&#8217;t provide the advertised results that I was seeking. I later chose a similar color of a less expensive brand from a fine drugstore retailer and guess what&#8230;..It was better, the color was richer &#038; creamier, and it lasted longer. The least expensive brand of lipstick is now my brand of choice. There is a process of elimination when shopping for cosmetics. You have to choose products that compliment and not camouflage your skin. You want products that will enhance your best features, and there are a plethora of products out there to provide you with the exact results that you are seeking. You can also mix colors together to create the perfect match for your skin tone.<br/><br/>We have a choice of many great products and brands of cosmetics. If you are a fanatic such as myself, you shouldn&#8217;t have any problems shopping around and finding the perfect products for your particular skin type. Drugstores carry great brands, they are not expensive, you can exchange the product to get another color, and it&#8217;s not expensive. Disadvantage: You can&#8217;t try the products on before you purchase, and there aren&#8217;t any Makeup Specialists on hand to assist you in choosing the correct products and colors. Department Stores carry every brand of cosmetics known and each brand has their own section and counters in the stores. There are &#8220;Makeup Specialists&#8221; on hand to assist you with Makeup Application, Techniques, and Color Matching. Disadvantage: The sales people will attempt to recommend and sell you other products that you probably don&#8217;t need and they are expensive.<br/><br/>So, wherever you choose to shop for your cosmetics, be it drugstores or department stores, make sure you purchase makeup that compliments and enhances your best features. Take your time and shop wisely to choose products that will provide you with the results you are seeking, never allow the sales people to pressure you into purchasing products that you don&#8217;t need, and be beautiful!<br/><br/>Monica M. The store offers the world’s top brands and products across four departments. These are men and women’s fashion and accessories, perfumes and cosmetics, photography and home accessories. The store also features a spa, restaurant, as well as a special children’s department. While Salam boutique is a hip, modern and energetic store, the Khan Murjan presents a more traditional environment.<br/><br/> <br/><br/>The Khan Murjan is a souk in Dubai that can be accessed from Wafi Mall as well as Raffles Dubai which is a luxury hotel in Dubai. The two level subterranean souk features restaurants, artist’s retreats, coffee shops and meeting areas. Khan Murjan in Dubai houses over 150 bazaar shops and its architecture consists of a diverse range of Islamic influences. To make this possible a variety of materials were brought down from other countries including carved stone from Egypt, woodcarvings from Syria, as well as hand painted mosaic tile designs from Turkey.<br/><br/> <br/><br/>Because of this the Souk is divided in to four quarters which are the Moroccan, Syrian, Egyptian and Turkish quarters. Each quarter offers a visual treat as well as a different quarter related atmosphere. One area of Khan Murjan features a beautiful glass mosaic ceiling that stretches throughout the centre. Inspiration for the magnificent souk was drawn from the original Khan Murjan that was built in Baghdad during the 14th century and served as an inn for travelers and traders.<br/><br/> <br/><br/>At the centre of the souk is an open roofed courtyard restaurant situated with a backdrop of Wmawi Age architecture. The restaurant features a traditional water wheel where people can gather to indulge in an authentically cooked meal with kiln baked breads. Khan Murjan is a major landmark in the city of Dubai since its creation, with its outstanding architectural beauty as well as the active crowds, stores and craftsman housed in its walls. The stores at the souk offer a wealth of works of art from a variety of the Arab world’s most famous craftsman.<br/><br/> <br/><br/>The Souk is open daily from 10 am till 10pm and till midnight on Thursday’s and Fridays. Designer clothing stores, sidewalk cafés and restaurants abound in this area. Draw nearer the river Seine and your footsteps lead you where the art galleries cluster together. Walk a bit to the east, towards rue de Buci, the clothing stores become less expensive.<br/><br/>From Saint-Germain, walk up the Rue de Rennes, towards the Montparnasse area. You&#8217;ll be crossing the Rue Du Four where even more expensive clothiers line up the facades. But continue on to the Saint Sulpice metro station, around which many clothing stores offer cheaper garments and accessories.<br/><br/>Sales season in Paris<br/><br/>In another area of the city, not too far from the old Opera house, the Boulevard Haussmann became the homestead of the department stores over a century ago. The Printemps store was built there in 1865, followed closely by the Galeries Lafayette, in 1893. Department stores are not unlike Ali Baba&#8217;s treasure cave: clothes, shoes, jewelry, watches, accessories, perfumes spread on a five-story high, gigantic floor space.<br/><br/>Department stores offer a very convenient way of shopping for fashion: thousands of upscale items can be found over acres of floor space. This includes apparel, accessories, perfumes, cosmetics, watches, shoes, and other goodies. A great selection, but bargains are far and between except during the sales seasons.<br/><br/>The latter are a tightly regulated business in France. There are two sales seasons, winter and summer. Their starting dates are a matter of administrative decrees, and each of the two seasons last six weeks only. The Parisian winter sales season starts at the end of January, the summer one begins in late June.<br/><br/>Designer depot bargains<br/><br/>But outside the sales seasons, shoppers looking for bargain-basement prices and irresistible clearances must look elsewhere. It is my experience that the best bargain prices on clothing offered in Paris are found at designer depots.<br/><br/>Though it has become a brand name in North America, a designer depot is in fact a form of commerce. People like you and me bring in clothes we don&#8217;t want to wear anymore, and get a little money from the shop owner who will resell our garments for a little more money to other people.<br/><br/>I can hear your blasé comments: &#8220;Tcha! Consignment stores! Thrift shops!&#8230;&#8221; Well, in Paris, designer depots aren&#8217;t exactly your regular Salvation Army-type stores. Not at all.<br/><br/>Parisian designer depots are usually owned and managed by ladies with a flair for fashion. A number of them have a professional experience in the fashion industry, and if invited to do so, most of them can tell you right away which dress fits you well&#8230;. and which skirt makes you look like you dressed with a potato bag.<br/><br/>In &#8216;designer depot&#8221;, there is the magic word &#8216;designer&#8217;. Parisian designer depots offer designer and couture clothes at deep, deep, deep discounts. And mind you, clothes in quasi perfect condition. Clothes worn only once. Well, maybe twice.<br/><br/>If you come to them with your regular hoodies, or your last season tennis shoes, or your mall-shopped polo shirt for that matter, do not expect to be welcomed. Expect rejection with a disapproving stare instead.<br/><br/>That&#8217;s the address, silly!<br/><br/>Now not all designer depots were created equal, and where you go shopping for practically-perfect-in-every-way designer clothes is the true measure of your inside knowledge of the city.<br/><br/>I would like to recommend you three &#8216;petites adresses&#8217; [the French for 'best-kept-secret places'] I selected amongst a host of others.<br/><br/>For those of you, ladies, who like the classic look, &#8216;Priscilla&#8217; is the shop for you. Priscilla is lady who owns the place. She reveres such signature names as Yves Saint Laurent, Max Mara, Kenzo, Chistian Dior, and Sonya Rykiel. Her prices range from €60 for a skirt, to €75 for a jacket, to €130 for a lady&#8217;s suit. Priscilla advises you to rummage around, and come to her place with an open mind. The shop is located at 4 rue Mouton- Duvernet, in the 14 th district. The nearest metro station is Mouton-Duvernet. Its opening hours are between 4:00 pm and 7:00 pm on Monday, and between 11:00 am and 7:00 pm from Tuesday to Saturday with a one-hour break at 1:30 pm.<br/><br/>My next address, &#8216;Le Jupon Rouge&#8217;, is situated at 9 rue de Rochechouart in the 9th district. The owner, Tania, describes here designer depot as &#8220;colorful, ethnic but not hippie, and certainly not classical in style&#8221;. Tania offers a selection of up and coming French designers such as Bali Barret (a fencing-style vest for €45, cashmere blend cardigans for €45 to €100) and Vanessa Bruno (wool jackets, €90). She also carries more established signatures such as Agnès B (her signature black jacket is offered at €50), and vintage Ungaro blouses for €45. Ladies looking for shoes can fall for pairs of Stephane Kelian low-cut Cuban boots (€100), Repetto ballerina shoes (€40), or vintage low-heel horse-riding boots (€40-70). Tania opens her doors from Tuesday to Saturday, from 10:30 am to 7:30 pm with a one-hour lunch break at 1:30 pm.<br/><br/>In a totally different style, Griff-Troc is the designer depot you need to lose yourself into when you want to go chic-chic-chic. The owner, Beatrice, chose to specialize in perennial, classic basics in perfect condition. Chic has a heftier price tag, of course, but on the upside Griff-Troc offers brand names for 15-30% of boutique prices. On the shelves at the time I wrote this article, Beatrice had a Chanel suit for €1000 (vs. €5000 at Chanel&#8217;s), a brand-new Chloe bag for €800 (instead of €1200), several astounding evening dresses priced between €1200 and €1500 (Chloe, Dior, D&#038;G, Valentino), and Hermès silk scarfs on offer for only €150. She maintains a full selection of bags, jewels, and fragrances. Chic classic never dies, who cares about whether your Chanel suit is this season&#8217;s or not? The busy boutique is located in the posh section of the 17 th district, at 119 Boulevard Malesherbes. The nearest metro stations are Villiers and Monceau. Its opening hours are between 10:30 am and 7:00 pm, from Monday to Saturday.<br/><br/>More shopping tips to come<br/><br/>I will come back to you with other names and addresses in future articles on this topic. I personally enjoy shopping these boutiques, and based on the number of smartly dressed women I spot there, I am not alone in the belief that such bargains cannot be let pass. These stores carry a little bit of everything in the low to moderate prices. There are even freestanding stores that deal in nothing but perfumes. These will offer generally the greatest selection, but they can be hard to come by. When they are stores that can be visited in person, they are great for trying on new fragrances for size. These perfume stores can offer a variety of pricing, as well.<br/><br/>Looking for an ideal perfume store will depend a whole lot on what kind of fragrance a person wants, the amount of money they would like to spend and the type of customer service desired. <div><em><strong>Diane Cossie</strong> asked: </em><br/><br/><br/>Thank goodness for those long hot summer days, the feel good factor of being able to eat in the open air, pack a picnic or head off to the beach, just one problem what do you have to wear?<br/><br/>Out comes the sunshine, and out comes the summer clothes you have been wearing for the last 5 years and realise that Ra Ra skirts are no longer in fashion, so ignoring the arrival of the next Autumn Winter mail order catalogues arrival earlier this week, you head for the nearest shopping centre and just as luck would have it, you have arrived just in time for the summer sales.<br/><br/>Not only can you add a few key pieces to your summer wardrobe, but you can stock up on holiday clothes, and all in Summer Sale prices. You carry out your recognizance mission of what is available, from where, in what sizes and in what colours, but hang on a minute; your next pay day is 3 weeks away, you do not want to dip into your holiday spending money because that would not be any fun, so you have a cup of coffee and plan your shopping spree. There are lots of bargains everywhere, but unfortunately your available funds will not let you shop around very much, so you head to the department store, the one where you have a Gold Card and you husband has access to the VIP TV lounge.<br/><br/>Now whether the sun gets to you, or you leave your sensible head back at home, but because you have money left to spend on your store card, or because there is a 10% Off your purchases today if you sign up for a store card, but you abandon your carefully found bargain list and shop for everything you can from one place because you can simply put it on your card and not have to pay for it all yet.<br/><br/>You justify your emotional expense by telling yourself that you will pay it off in full at the end of the month when you come back off your holiday and just to make sure your partner does not feel left out, you buy them something really nice as a special treat, after all it is in the summer sale.<br/><br/>Sales are conjured up by marketers as a promotion to encourage people to spend at times of the year when they know money is not flowing as freely such as after Christmas and during the summer. If you are anything like me you will notice that half the stock that seems to suddenly appear in the Sale was not even in the store the week before.<br/><br/>Now how does this turn into storing up trouble for the future, well it becomes multi faceted, the first thing you rarely do is:-<br/><br/>Pay off the balance when you said you would. Store cards carry on average annual percentage rates of 30% interest on any outstanding balances per annum, and that means they are one of the worst possible ways in which to spend money you have not got. Their fees and penalties tend to be very high too and if you accumulate a large balance quickly on a store card you will find yourself with ever increasing interest and charges that can spiral into huge debt problems.<br/><br/>Another problem can be the way you use the card itself. If you are encouraged to apply for a card to make a 10% saving on the purchases, do not sign up for the card unless you are willing to pay off the entire balance the minute the statement arrives. If you leave the balance to attract interest at the end of the month, it is likely to cost you far more than your original 10% saving.<br/><br/>Make sure the bargains are real bargains. It is all too easy to be swayed into buying something that is either in the wrong size, or wrong style and colour because of the price tag. Ask yourself whether or not you would have paid full price for the item in the first place, if the answer is no, then you should simply not even think about buying it.<br/><br/>Store cards should carry a wealth warning, as they can seriously damage it. It is tempting to do this, but this will only get you into trouble.<br/><br/>You should only use the card that has been offered to you when you need something that you would buy even if you didn&#8217;t have this line of credit. It can be hard to restrain yourself when you have the funds basically sitting there waiting to be spent, but you should try your best!<br/><br/>The right way to use your store card is to purchase the things that you need or even the things that you want with the knowledge that you can pay off the debt when the bill comes. This will allow you to grow your credit and use these cards to the best of your ability when you need them.
